The Prevailing Wage & Apprenticeship (IRA) Specialist ensures compliance with federal and state labor regulations related to construction projects funded by the Inflation Reduction Act (IRA). This role involves managing contractors to ensure compliance, as well as managing internal employees to a lesser extent. The specialist helps develop compliance policies and procedures and serves as the primary contact for IRA-related compliance matters for internal and external functions.
Role Responsibilities:
- Manage third-party contractors and ensure their compliance with certified payroll records, fringe benefit statements, training contributions, and apprenticeship documents
- Ensure proper reporting of prevailing wages, fringe benefits, and apprentice utilization, addressing any employee wage discrepancies. (Similar to Davis-Bacon)
- Communicate with internal teams, contractors, subcontractors, and external agencies to resolve compliance-related issues
- Review contracts for compliance with provisions and work with Legal or Procurement to enhance the reporting process and overall compliance.
- Stay updated on changes to federal, state, and local labor compliance and prevailing wage regulations, applying updates as needed
- Develop and implement IRA labor compliance policies, procedures, templates, and instructional materials to ensure regulatory adherence
- Prepare and/or review weekly and monthly reports summarizing compliance reviews, findings, and key data for stakeholders
- Serve as the lead compliance expert in pre-bid and pre-construction meetings, educating teams on IRA labor compliance requirements
- Manage deliverables to internal stakeholders for purposes of external financings and internal tax compliance
Job Requirements and Experiences:
- Bachelor’s Degree required
- Minimum 2 years of experience working with prevailing wage projects and certified payroll
- Understanding of Inflation Reduction Act labor standards and/or prevailing wage laws preferred
- Experience developing administrative policies, procedures, and compliance frameworks
- Demonstrated ability to handle confidential information with the highest level of integrity
- Strong interpersonal skills, with ability to manage customer relationships
- Demonstrated desire to learn about the Company and the renewables space
- Excellent proficiency with Microsoft Office (Excel, Word, PowerPoint, Outlook) and Teams
- Strong organization skills and ability to coordinate multiple tasks and deliverables
- Motivated self-starter, goal-oriented, and strong problem-solving abilities
- Proven ability to empathize, build relationships, and effectively communicate with people from a diverse set of backgrounds
- Responds well to direction, is easy to challenge and develop, and is coachable
- Is detail-oriented, has strong business acumen, and a sound understanding of business concepts
Pay range: The annual base salary range for this position in Illinois is $67,000 - $100,000. The listed salary range represents our good faith estimate for this position and represents the range for new hire salaries across all U.S locations. Please note that the salary information is a general guideline only. RWE considers factors such as (but not limited to) scope and responsibilities of the position, candidate’s education & work experience, training & certifications, and key skills as well as market and business considerations at the time of the offer.
